First Formal Disclosure (January 2009)
The first formal disclosure from Ofcom was returned for internal review. I requested details of correspondence, meetings, between Ofcom and BT/Phorm. Ofcom claimed that they could not disclose details of the correspondence or meetings with Phorm/BT due to exemptions under the Communication Act 2003 (which defines their remit, s1 'Functions and general powers of OFCOM'), yet they also claim that the Phorm affair is outside their remit.
